Abstract
Small states seeking shelter with the United States face the daunting challenge of ensuring that both their economic and security relationships are durable. Building shelter requires establishing a standing functional relationship with both the executive and legislative branches of the US government and creating a platform for the advocacy of critical interests. On the basis of three different case studies—those of Norway, Israel and New Zealand—presumptions are made on how small states do this in practice. States that face a change in the shelter environment in Washington may well wish to re-evaluate their shelter strategy with Washington.
