Abstract
The paper deals with creation a theory of local government’s management. The role of theory of local government for decision-making process is comprehensively examined. The author pointed out that the theory of algebraic system is important in order to form theory of local government. The author assumed that the situation in local government is an algebraic system as ordered pair where on the first place must be a main set and on the second – signature. Theory of algebraic system is also crucial for creating of artificial intelligence. Artificial intelligence helps managers make rational and ethical decisions for problem’s solving. The paper introduces the problems and solutions for public transportation based on interview with managers in Ostroh (Ukraine) and Estonian towns.
