Definitions
- 1.
Legislative Budget Office (LBO): an office of economists and budget experts that is attached to, but separate from, the legislature. It has a mandate to provide impartial analysis of important fiscal matters relevant to current and future budgets. This term is the most frequently used, particularly in governance, public administration, and political science literature.
- 2.
Independent Fiscal Institution (IFI): a term nearly synonymous with LBO, but with a wider remit, because IFIs may be attached to institutions other than legislatures, such as the audit office (France, Finland), or to no institution at all (Belgium). This term is more commonly used in the economic literature.
- 3.
Congressional Budget Office (CBO): a subset of LBOs in countries with congressional political systems, such as the United States.
