Introduction

When most people think of interest groups that lobby government they usually focus on private sector organizations. It is less known that states and their local governments also lobby a great deal within the American political system. Most attention is given to organizations representing state and local government officials that work to achieve consensus among their members on issues important to their member governments. They then lobby another level of government to achieve their policy preferences. Legislators and legislatures are the primary targets of the lobbying and, thus, the focus here. The groups discussed sometimes also lobby executive branch agencies, however. This essay focuses on government-to-government lobbying, not all lobbying in public administration, which is much too broad of a topic for a short essay.
