Definitions

Bureaucracy:

Nonelected government officials characterized by the specialization of functions, adherence to fixed rules, and a hierarchy (adjusted from Merriam-Webster 2020).

System maintenance:

Maintaining the stability of the current elements of the system and creating conditions for its sustainable development.

Bureaucracy permeates all state authorities to regulate their areas of responsibilities. Effective bureaucracy means a balance between costs and results. When this balance is violated, bureaucracy becomes inefficient (Klimenko and Barabashev 2017).
