Definitions
The Critical Infrastructures Protection Act of 2001 (42 U.S.C. 5195c (e)) (GPO 2010) defines critical infrastructure as “systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters.”
The US Department of Homeland Security (DHS 2019a) defines the defense industrial base sector as “the worldwide industrial complex that enables research and development, as well as design, production, delivery, and maintenance of military weapons systems, subsystems, and components or parts, to meet US military requirements.” This sector is one of the 16 critical infrastructure sectors vital to the United States.
