Definition

An inclusive society for women and girls with disabilities is one that freely accommodates them without discrimination, restrictions, or limitations (World Health Organization and the World Bank 2011). Development inclusive of women and girls with disabilities means that all stages of development processes are inclusive of and accessible to women and girls with disabilities. It requires that all women and girls with disabilities can participate fully in economic, social, cultural, and political spheres and are afforded equal access to education, health-care services, work, and employment, as well as social protection, among others (United Nations 2016).

Disability has been described in two major international documents: the International Classification of Functioning, Disability and Health (World Health Organization 2001) and the Convention on the Rights of Persons with Disabilities (United Nations General Assembly 2007).
