Definitions
Public Policy
Public policy may be characterized as well-planned activities which the government carries out in the pursuits of established goals and objectives. It has been defined in several different ways in the research literature. Some of the definitions of public policy given by various scholars are as below:
“The relationship of government unit to its environment” (Robert EyeStone).
“Public Policy is whatever government chooses to do or not to do” (Thomas R Dye).
“Public Policy is not a decision; it’s a course or pattern of activity” (Richard Rose).
“Public Policy is a proposed course of action of a person, group or government within a given environment providing opportunities and obstacles which the policy was proposed to utilize and overcome in an effort to reach a goal or realize an objective or purpose” (Carl J Friedrich).
