Ogunsanya et al. (2019) suggest that sustainable procurement was first mentioned as a concept at the United Nations World Summit on Sustainable Development 2002 in Johannesburg, but the idea itself has been around since the mid-1990s (pg. 1). Procurement is the process of acquiring goods or services or making something using goods. In this context, authors such as Ruparathna and Hewage (2015) define procurement as the acquisition of goods, services, or construction, from a third party, at the best possible price, in an appropriate quantity, at the right time and place (Martins 2009).
Ruparathna and Hewage (2015) have cited Mohsini and Davidson’s (1989) definition of procurement, as the acquisition of new buildings, space in the buildings, either by directly buying, renting, or leasing from the open market or by designing and building the facility to meet a specific need.
