Definition

The UNCHR was established as an intergovernmental organization in 1946, for the protection of fundamental human rights and liberties. The UNHCR was founded according to the Article 68 of the UN Charter that permits the Economic and Social Council (ECOSOC) to set up functional commissions in economic and social fields for the promotion of human rights. The UNCHR was recognized as a subsidiary body of the ECOSOC. It was functioning as a plenary body, where the 53 member states meet not only with each other but also with human rights advocates and nongovernmental organizations (NGOs) to bring up their concerns about human rights, discuss the actual problems, and formulate solution methods. The role of the NGOs was quite comprehensive in the functioning of the CHR. The seats of the Commission were distributed among the regions.
